| 内容記述 | The Southern Sung government started issuing the paper currency ‘hang-tsai hui-tzu’ 行在会子 in 1161. The hui-ztu, modelled after the ch‘i-fu tui-pien hui-tzu 寄附兌便会子 then in use among rich merchants in Hang-tsai (Hang-chou), was a kind of convertible note whose standard was the bronze coins. The paper money was issued with the view to fulfilling the governmental financial needs for currency by issuing notes of more face value than the actual sum of the coins in the governmental fisc, based upon the newly-discovered economic principle, then called ‘hsün-huan chih li’ 循環之利 or ‘san-i chih li’ 三一之利, that the adoption of paper money saves the use of cash. The war with the Chin Dynasty that lasted from 1162 to 1164 compelled the Southern Sung government to overissue paper currency. The government had to sell state land and priest diplomas, appropriate the ch‘ang-p‘ing ch‘ien 常平銭 and issue iron coins in Huai-nan lu 淮南路 to collect the bronze coins circulating there. After such experience, the Sung government issued the new hui-tzu in 1168, which was inconvertible unlike its predecessor. The new hui-tzu was kept at its face value mainly by the ‘p‘in-ta 品搭’ system. Thus the Southern Sung government achieved a system that enabled it to take advantages of paper currency without reservation of bronze coins. | |||||||||||
