Each fan-chên controlled at least two or more prefectures, among which the most important one was designated as the seat of its government. This prefecture was called hui-fu 會府 or Ta-fu 大府, and the office of prefect was held as an additional post by the local governor. The prefectures except for the Hui-fu were called Chih-hün 支郡 or Hsün-shu 巡屬, and their prefects were allowed to communicate with the central government only through the fan-chên. A few prefectures near the capital however, did not belong to any fan-chên but were under direct control of the central government.Needless to say, the centralization of prefectures was incompatible with the fan-chên system. The number of prefectures under the direct control of the central government increased from the Later Chin 後晉 period and still more increased between Later Chou 後周 and early Sung 宋. There were now some fan-chên which controlled only one prefecture, the seat of their own governments. This kind of fan-chên was a fan-chên only by name. In reality it was a prefecture.
