 note = {After the Young Turk Revolution of 1908 the Ottoman parliament became the center of the new regime in both political and legal terms. Therefore, the proceedings of that parliament form the primary source for any student of the Second Ottoman Constitutional Period (1908-1918). Nevertheless, the original Ottoman version of those proceedings has not been adequately utilized by interested scholars of the period, whether Turkish nor not. There are probably two reasons for this lack of attention. First, the modem Turkish transliteration has already been published; and secondly, since the proceedings appeared in the pages of the newspaper, Takvim-i Vekayi, in the beginning it is no easy task to find the proceedings of any one session from multiple issues of this state’s official gazette.However, the modem Turkish transliteration is plagued by no small number of mistaken entries and misspellings; and by following the style of the Grand National Assembly of Turkey, the proceedings are arranged in an order different from the original Ottoman version. For these reasons, scholars should be expected to use the original Ottoman version whenever possible. This paper offers readers an index of the proceedings of the first Ottoman parliament of the Second Constitutional Period which appeared in Takvim-i Vekayi (1908- 1910), in the hope of filling such an expectation.},
